Rep. Fallon Statement on House Passage of FY25 NDAA

Washington, DC -- In response to the House of Representatives' passage of the FY2025 National Defense Authorization Act (NDAA), Rep. Pat Fallon (TX-04) commented: 

"The FY2025 NDAA prioritizes U.S. servicemembers and strengthens our national defense in critical ways by restoring our military's focus on lethality. Thanks to House Armed Services Committee Chairman Mike Rogers' (AL-03) leadership, the bill ensures our military is ready, modernized, and focused on winning future conflicts."

"Importantly, this bill allows a 14.5 percent pay increase for junior servicemembers and a 4.5 percent raise for all other ranks, ensuring fair compensation for the brave men and women who serve our country."

"This year's NDAA restores focus on military lethality by gutting DEI bureaucracy and banning divisive Critical Race Theory (CRT), ensuring resources are directed toward mission readiness rather than woke policies," said Rep. Fallon. "$31 billion taxpayer dollars will be saved by cutting outdated aircraft, decommissioning obsolete ships, and reducing excessive-cost weapon programs."

"With global tensions rising, in terms of the threat posed by Communist China, the NDAA authorizes $15.6 billion to bolster U.S. deterrence and defense posture in the Indo-Pacific, reinforcing our commitment to allies in the region. It also strengthens our nuclear posture, improves missile defense, and accelerates space capabilities to counter China’s and Russia’s growing arsenals."

TX 4th District and Texas Specific Wins:

  • Authorizes military construction in Texas
    • $34m for Vehicle Paint Shop at Red River Army Depot
  • Requires that all high-mobility multipurpose wheeled vehicles of the Army are equipped with an anti-lock brake system and electronic stability control kit, which includes work at Red River Army Depot
  • Authorizes funding for the F-35 Joint Strike Fighter while also taking steps to ensure the program meets performance requirements
    • Limits production delivery acceptance of 20 aircraft until DoD certifies to Congress that it has implemented plans and corrective actions to resolve performance deficiencies across the program
    • Extends and expands annual reporting requirements for the aircraft, helping ensure we continue to support the F-35 and improve the program
    • The provision was worked in coordination with our Texas contractors and will help the program be healthy for years to come.
  • Strong support for the V-22 program through safety and performance upgrades which will occur in Texas
  • $1.25B authorized for the Future Long Range Assault Aircraft development which will provide decades of investment in the state and provide Army aviation units with upgraded aircraft
  • Supports hypersonics research occurring in Texas
