Congressman Pat Fallon Offers Amendment to the Strategic Production Response Act

Earlier today, Congressman Pat Fallon (TX-04) offered an amendment to H.R. 21 – The Strategic Production Response Act. Within 180 days of enactment, this amendment would require an annual report to Congress on physical and cybersecurity threats to our Strategic Petroleum Reserve.

Congressman Fallon issued the following statement: 

“As a new Republican-led House of Representatives rightfully focuses on bolstering American energy security, we must also focus our efforts on the multitude of threats posed to our energy infrastructure—specifically, the SPR. The federal government must be able to accurately assess vulnerabilities to our SPR. Vulnerabilities, I would argue, that have been exacerbated by the numerous delays to Life Extension II. 

My amendment to the Strategic Production Response Act would require the Secretary of Energy to conduct an annual assessment of physical and cybersecurity threats of SPR facilities which includes: (1) dates of when incidents occurred, (2) resolutions to incidents, and (3) all local, state, and federal agencies who assisted in mitigation efforts. This is a commonsense amendment to a necessary piece of legislation. I want to thank Chairwoman Cathy McMorris Rodgers for leading the charge in strengthening American energy security.”
